Narrative:

Policies of the Alabama State Board of Education, the governing board for Lawson State Community College, places the authority and responsibility of the administration and faculty to administer and implement policies with the Chancellor of the Alabama Community College System.  State board policy 102.02 (Policy 102.02) Chancellor: Responsibility for Operation of the Colleges states that “the authority and responsibility for the operation, management, control, supervision, maintenance, regulation, improvement, and enlargement of System institutions shall be vested in the Chancellor, subject to the approval of the State Board of Education.  Alabama State Board of Education policy 102.03: Chancellor: Powers and Duties (Policy 102.03) states that the “Chancellor shall act as chief executive officer of the Department of Postsecondary Education of the State Board of Education and will direct all matters involving system institutions within the policies.  Policy 102.04: Chancellor: Decision-making Authority (Policy 102.04) states that except where otherwise clearly indicated the State Board of Education” will delegate to the Chancellor the authority to act and make decisions concerning the management and operation of the Alabama College System.”  It further states that “the President of each institution shall be responsible to the Chancellor for the day-to-day operation of each institution.”  The President’s responsibility is further defined in policy 203.02: President: Line of Authority (Policy 203.02).  Additional clarity is provided in Alabama State Board of Education policy102.05: Chancellor: Department of Postsecondary Education (Policy 102.05). It further clearly and appropriately distinguishes the Chancellor’s responsibility by stating that “the Department of Postsecondary Education is directly responsible to the State Board of Education for the direction and supervision of The Alabama College System with a chief executive officer entitled Chancellor.”

The responsibility for policy development is delineated by Alabama State Board of Education policy 201.01 Policies (Policy 210.01).  The State Board of Education, upon recommendation of the Chancellor, shall develop policies for the governance of The Alabama College System.  The adoption of policy is the responsibility of the State Board of Education. Any violations of State Board of Education policies shall be brought to the immediate attention of the State Board of Education for its review and action.  The President of each institution shall be responsible for developing local policies governing the institution. Local policies must be in accord with established State Board of Education policies, Chancellor's regulations, federal and state statutes, and appropriate judicial directions. These local policies should be included in the appropriate institutional documents.

Lawson State Community College publishes a sampling of local policies in the Faculty/Staff Handbook and on the College’s intranet.  College personnel including the President, academic and administrative officers, faculty and staff, work cooperatively to propose and implement policy to fulfill the mission of the College.  All policies are available in the Institutional Policies and Procedures Manual located on the College’s intranet.
