Comprehensive Standard 3.2.2.2

The legal authority and operating control of the institution are clearly defined for the following areas within the institution’s governance structure. (Fiscal Stability of the Institution)

Narrative:

The President of the College has responsibility for the operational control and fiscal stability of the institution.  (Policy 203.02).  The State Board of Education (Financial Management Policy 301.01) also requires that “each institution shall operate within available resources and shall maintain adequate operational balances as defined by the Chancellor and reported to the State Board of Education to ensure the financial stability of the institution.”  The college’s organizational chart also delineates the operational responsibility for fiscal stability within Lawson’s governance structure to the President and Vice President for Administrative and Student Services (LSCC Organization Chart).  The job descriptions for the President (President's Job Description) and the Vice President for Administrative and Student Services (Job Description) indicate the responsibility for managing the fiscal affairs of the college efficiently and economically.

The Alabama State Board of Education formally adopts institutional budgets.  Financial Reporting as mandated by the State Board of Education Policy 304.01 stipulates that each institution shall submit an annual budget and annual financial statement to the chancellor who in turn presents the institution budgets to the State Board of Education for approval prior to the commencement of each fiscal year.  The chancellor is authorized to consider and approve amendments to institution budgets during a fiscal year as requested by a President. 

 

Lawson State Community College’s President and administrative staff devote a considerable amount of time to budget planning and control.  Budget managers have access to online budget information with expenditures and encumbrances monitored closely by fiscal personnel and the president. Fiscal stability is demonstrated through audit reports (Audits: 2005-2006 , 2006-2007 , 2007-2008) financial statements and an approved budget (operating budget) for the current fiscal year).
