The institution’s chief executive officer controls the
institution’s fund-raising activities exclusive of institution-related
foundations that are independent and separately incorporated. (Fund-raising

Narrative:
The President of the Lawson State Community College has ultimate
control of all fiscal, including fundraising activities at the college. Alabama State Board of Education policy
203.02: President Line of Authority Policy
203.02 states that each president is responsible for the day-to-day
operation of the institution and is responsible for operating the institution
within State Board of Education policy and all applicable state and federal
laws. The President has control over
all non-foundation related fundraising activities including grants, contracts,
student activities, community related fundraising (i.e. United Way, March of
Dimes, etc.) and the cultivation of additional funding sources.
According to the Lawson
State Community College Contracts and Grants Manual (Contracts
Grants Manual page 1-3) the President, as the Chief Executive
Officer of Lawson State Community College, has the ultimate responsibility for
the development and administration of policies and procedures governing
sponsored programs for each of the campuses. Included in these
responsibilities is the development of a strong and effective grant, contracts
and sponsored programs’ policy. The President serves as the authorized
representative but may delegate certain grants, contracts, and sponsored program
responsibilities to other appropriate levels of the Administration. Page
13 of the Contracts and Grants Manual (Contracts
Grants Manual page 13) states that the President or his/her designee is the authorized
representative for the college when it is time to sign proposals, grants and/or
contracts. This is done because awards are made to the college and not to
the individual. The President’s signature acknowledges that the college
will take responsibility for the funded project.
The President also seeks
varied and alternative funding through different venues. These include
city governments (Roads
and Transportation Minutes), community efforts (Western
Quarterly Forum Invitation), local workforce development entities (Manufacturing
Logistics Companies for Summit), Postsecondary Education
personnel -Thank
you Chancellor's visit), governmental entities (Alabama
Public School and College Education email), (Birmingham Funding Request)
and international representation (Kenyan
Delegations Visit). Similarly, the President works to secure special facilities
grants from external agencies.
All ongoing fund-raising
efforts are directly related to the mission of the institution. Due
diligence is deployed by the President and his Administrators to ensure that
fund-raising initiatives are congruent and inextricably intertwined to the
institution’s mission (LSCC
Mission).
